This PR adds a blog guideline for the marketing team.

Hi @boluisa. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.

@parispittman I fixed the markdown format.

1. Active bloggers should write one blog a quarter. The time commitment is typically 5-10 hours per quarter depending on the number of blog posts in the review queue.
2. Adhere to the code of conduct, values, and principles of the project.
3. Bloggers are expected to attend at least one upstream marketing team meeting a month or check-in to remain active.
4. If you receive a request to write about someone or a group of people from your employer, ask another blogger to write it.

This should probably include something like "a project from your employer". Otherwise looks really good!

Add that blogs should also be reviewed by the people being mentioned in the piece
