What this PR does / why we need it:

Parallel drain is already working in GKE for a while and can safely be used as a default mode of operation. Additionally, there are currently two implementations of scale down logic, which affects maintainability. This is a step towards removing the legacy logic.

Parallel drain of cluster nodes is now enabled by default.
