fix: Wrong image path in Docs

What this PR does / why we need it:

• Fixes examples that are broken (not pointing to k8s.gcr.io/autoscaling/cluster-autoscaler). I was following https://github.com/kubernetes/autoscaler/blob/master/cluster-autoscaler/cloudprovider/azure/README.md#vmss-deployment when I discovered this.
• Fixes whitespace to make pre-commit pass.
