Support for configurable ProvisioningRequest retries #1353

With #1351 merged we have the mechanism in place. Still, the issue remains valid to make the mechanism configurable (MaxRetries and intervals between attempts). |

In order to account for errors with a ProvisioningRequest.
Note: with #1351 merged we have the mechanism in place. Still, some configuration for MaxRetries and MinBackoffSeconds would be useful.
