fallback_ips: ignore unreachable hosts #10601

Sets ignore_unreachable: true to Gather ansible_default_ipv4 from all hosts task from fallback_ips.yml

Without this scale.yml will fail if a single node in the cluster is down, which for large clusters happens often.

Hi @poblahblahblah. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.

I tried cherry picking this change to 2.23.3 and I don't think it quite fixes it. While it doesn't error anymore, it also doesn't continue to the next task -- saying NO MORE HOSTS LEFT. Maybe an artifact of using run_once: true and it thinks the one host is unreachable, and thus doesn't continue to next tasks.
