Yes, in general, we don't want to accept new members to the @kubernetes-incubator org and intend to migrate all active repos in incubator to @kubernetes-sigs: kubernetes/community#1922 (comment).

Can you create an issue like kubernetes/org#1094 to migrate this repo to k-sigs? Thanks!
