What this PR does / why we need it:
While trying to setup Tilt I noticed it installed an old kubectl version. This PR ensure the default k8s and kubectl versions are the same.
Special reviewer request: since I haven't used Tilt that much could you please just run this to ensure it doesn't do anything strange. I made some sanity checks and it seems to work. But just to be sure
