✨e2e: Support use customize kubectl #7019

What this PR does / why we need it:

now e2e test framework only support use kubectl of system, sometimes user need a different version of kubectl, this PR enable it by customize kubectl path with CAPI_KUBECTL_PATH env var.

@scuzhanglei: This issue is currently awaiting triage.

If CAPI contributors determines this is a relevant issue, they will accept it by applying the triage/accepted label and provide further guidance.

Hi @scuzhanglei. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.

A ~95% flake, but fixed in #7022, rebase for fix :-)
