What this PR does / why we need it:
This PR makes the clusterctl upgrade operation more resilient to temporary network problems. During upgrade delete operations are performed and temporary network failure can cause this operation to fail in turn leading to failure of the upgrade operation.
This PR wraps that delete operation in a retry block.
