What this PR does / why we need it:
Some context: Without this fix in case of a diff the error reported by the verify job recommends to run
make generatewhich includes conversion gen which is kind of slow :/.(xref: https://prow.k8s.io/view/gs/kubernetes-jenkins/pr-logs/pull/kubernetes-sigs_cluster-api/5735/pull-cluster-api-verify-main/1466009289960198144)
