What this PR does / why we need it:
As a co-maintainer of CAPA, I would like to be able to review changes to the test framework as they relate to consumption of tests by providers.
I also authored the kubetest and kubernetesversions subdirectories that run conformance tests and handle installing components from the main branch of Kubernetes.
