Yes, it was failing in CAPA for example if we copy restored over Bastion that is fixed in kubernetes-sigs/cluster-api-provider-aws#2074 |

What this PR does / why we need it:
Fuzz test was only testing hub-spoke-hub conversion.
This PR adds the reverse direction.
This test is expected to catch problems like this: kubernetes-sigs/cluster-api-provider-aws#2059
