What this PR does / why we need it:
The core repository has a package,
internal/test/builder, that makes it easy to create "generic" Cluster API resources for tests. However, the package is not public. This PR moves the package toutil/test/builder, making it public, so that others can use it.Which issue(s) this PR fixes (optional, in
