🌱 Switch to using ECR mirror for trivy DB repo in weekly security scan

What this PR does / why we need it:
switches to using the ECR mirror for trivy db artifacts

we have this problem in our weekly security scan -- failing scan such as on release-1.8 (https://github.com/kubernetes-sigs/cluster-api/actions/runs/11105678796/job/30852373163) due to some API rate limiting on one of the required security artifacts

• issue on source repo here: Ratelimiting error when downloading vulnerability db from ghcr.io aquasecurity/trivy-action#389
• cert-manager did this and it resolved their issue: https://github.com/cert-manager/testing/pull/1062/files#diff-ce3d91fd77957f12a21c34a9d5b2805cf9c1b0fd5be4cc57a6372e9bc7fe500eR146-R147
