🌱 Remove lint ignore for staticcheck

What this PR does / why we need it:

• Remove usage of //nolint:staticcheck.
• Add a new rule to exclude static check for some fields will be deprecated in a future release.
• The only remaining nolint:staticcheck here is needed because the ctx is not used, but we need it.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
