What this PR does / why we need it:

This PR updates the capz templates that are use for running custom kubernetes builds to always use registry.k8s.io in response to a migration to the new registry URL across all supported Kubernetes versions. E.g.:

• Manual-cherry-pick-for-1.24: kubeadm: apply registry.k8s.io changes kubernetes/kubernetes#113395
• backport registry.k8s.io to Release 1.22 kubernetes/kubernetes#113417
