westeurope was removed from the list of regions we use for e2e tests in #4944 because it frequently hit capacity issues when provisioning AKS clusters. In the future, we should reevaluate the reliability of provisioning AKS clusters in westeurope and reenable that region for our tests if it's more consistent.
