Docker-in-Docker failing in prow jobs

What steps did you take and what happened:

PRs recently began failing to set up Docker-in-Docker for prow jobs.

Cannot connect to the Docker daemon at unix:///var/run/docker.sock. Is the docker daemon running?

Problem occurs here:
