Add support for the new Canal version v3.23 and make it the default version for new clusters.

It looks like Canal v3.23.2 is broken because of projectcalico/calico#5910 - fixed in projectcalico/calico#6323
We may stick with v3.23.1 until v3.23.3 is released.
