WIP: Upgrade kubernetes dependencies to v1.27

What this PR does / why we need it:
I upgraded kubernetes dependencies to v1.27. Also, I will upgrade the controller-runtime version in a separate PR since the latest controller-runtime has huge breaking changes with non-backward compatibility.
