CI needs converting to use actions ...

I can do the Windows part soonish (especially without OPcache, which is not used for AppVeyor as well). I'll have to find a general solution for testing with OPcache enabled.

See krakjoe#81.  For now this just builds the extension and runs the tests
like on AppVeyor.  However, packaging for download is not yet done, but
that appears to be acceptable for now.
