rework query attributes and define output as part of the API

Revise the current json output by the query system, rules/signals and config parameters. Possibly alter which attributes are output, their naming, and how values are represented (numbers, strings, bools, optional bools, etc.).

Output should be specified in the documentation and be subject to versioning like the rest of the CLI.
