Without iburst initial time sync at boot will take a good while.

Also the config should be updated to 1.1 (already are?) and change version in configuration

    "infix-meta:version": "1.0"

Also adding the "default-deny-all" rule from 2341e07

 - add default-deny-all rule from 2341e07
 - enable iburst for the ntp client (quicker initial sync)
 - bump meta version (to skip .cfg migration at boot)

Fix #750 [skip-ci]
