Breaking change: kraken DBs must now be downloaded/built outside
Acanthophis. This allows us to better support custom kraken DBs

Other changes since 0.1.17:

- Several attempts to fix github CI, which is still failing due to
  arcane mamba issues. The test workflow works fine on several machines
  here though.
