[testing] Bump base cluster from v1.21.1 to v1.22.0

Now our testing is based on Kubernetes v1.21.1, we are going to update Kubernetes version to v1.22, the candidate version might be v1.22.0.

Solution:
Update CLUSTER_VERSION from kindest/node:v1.21.1 to kindest/node:v1.22.0.
