Update responsive toolbar to hide primary buttons last

Problem

Current responsive toolbar hides toolbar items that don't fit without any regard to priority of the item. Some buttons in the toolbar are useful at all times and can be hidden last.

Proposed Solution

Define a primary and a secondary group for toolbar items. The secondary group items are hidden first starting from the right most element. After all secondary group items are hidden, the primary group items are made hidden from the right most element.
