Our primary goal is to establish that employing Kanban-style Work In Process Limits on the steps within the workflow of completing Agile 'story cards' in a software development context results in unnecessary inefficiencies and that one can realize far better throughput by making use of a "Swarm" technique.

We will do this by constructing a workflow simulator that accounts for a sufficient number of factors, then using that simulator to determine the throughput of both approaches.

We expect to find that the simulator will demonstrate that a team using the "Swarm" technique will consistently realize better throughput than a team using Kanban.
