All elements in https://github.com/jsr377/jsr377-api/tree/master/api/src/main/java/javax/application/configuration feel very much like counterparts found in Tamaya or MicroProfile Config. Now that JSR 382 was filed, despite its higher number, this JSR should try to archive what JSR 299 (CDI) and 330 managed to find a synergy instead of reinventing the wheel. I offered to join the 382 EG, others like @atsticks are already members, so we'd be happy to help integrating with 382.

I've asked David and Anatole if the mailing list for JSR 382 is available as the JCP page does not provide links to it. It would be great if we can start the discussion as soon as possible.
As of now I do not know anything of a official JSR mailing list, I assume
it will be setup after the initial ballot for starting the JSR...
