Fix RPATHs for cc toolchain solib when sibling layout is used

This should fix issue bazelbuild#16956

Includes the following changes:

- Refactor logics to find runtime library search directories
- Correctly compute RPATHs for toolchain solib.

Closes bazelbuild#17276.
