Unlocked package release

Closes #143 by adding a new unlocked package (in addition to the existing managed package).

• The metadata in this version of the unlocked package is the same as the v4.4.0 release of the managed package, except that the LoggerInstallHandler class is not included in the unlocked package.
• The unlocked package does not include a namespace
