Motivation: `Nullable`/`NotNullByDefault` annotations give an idea of what to expect from the API. Plus, they provide a better IDE integration. This PR is based on the work done in netty/netty#12878 Modification: `Nullable`/`NotNullByDefault` annotations are applied where necessary. Result: The change extends the API with nullability expectations. Plus, it provides a better IDE integration.

The Apache License 2.0 is NOT called the Apache Software License 2.0, so should not be abbreviated as ASL 2.0.
Instead use "AL v2.0" or "AL 2.0"
AL 2.0 is specifically not restricted to software. It can be used for other items.
The various versions of Apache licenses can be seen here:
http://www.apache.org/licenses/
Note that version 1.1 (only) was headed "The Apache Software License"; this does not apply to version 2.0 which is known as the "Apache License, version 2.0"
There are various places where the license is listed as ASL or Apache Software License: these should please be updated. Thanks!
