This fixes path relocation in mingw environment. For example, * Before: $ pkgconf -cflags jasper -I/ucrt64/include/jasper -IF:/msys64/ucrt64/include * After: $ pkgconf -cflags jasper -IF:/msys64/ucrt64/include/jasper -IF:/msys64/ucrt64/include
