Added getnameinfo with only rDNS lookup

implementation of getnameinfo is similar to getaddrinfo, with additional
internal functions:

* ResolveDnsReverse: performs rDNS query and parses the PTR record
* ResolveHostsReverse (stub): reads /etc/hosts to map hostname to
  address
* ParseServicesTxt (stub): reads /etc/services to map servicename to
  port

Also added necessary constants (DNS_TYPE_PTR, NI_NUMERICHOST etc.).
