neuprint ingestion script timestamps are wonky #12

The good news is that the new ingestion scripts actually dump out log files, and many of the steps emit timestamps to give you a sense of how long they take.

The bad news is that the timestamps emitted by neo4j are in the wrong timezone, which can make the log hard to follow. Presumably there's a way to fix that.

Somehow, that commit didn't do the trick. Timestamps are still UTC.
