Add core_new.py which

  • re-implements AffineScalarFunc as UFloat
  • re-implements the uncertainty linear combination tracking of uncertainties using UncertaintyAtom's.
  • re-implements linear uncertainty error propagation on UFloat operations
  • re-implements numerical and analytical derivative calculation for UFloat operations

Also add umath_new.py which re-implements various math operations on UFloat.

Add tests
