run/repro: show command on dry-run, add ">" to script output #5041

This rollbacks the earlier commit to not show command during the dry-run, and also prepends ">" in the command script instead of "$" sign.

This rollbacks the bug introduced on #4934 that stopped showing commands during the dry run.
And, also prepends ">" in the command script instead of "$" sign as it broke the dvc.org docs markdown (iterative/dvc.org#1980 (comment)).
