docs: (re)structuring

Long-running issue for me to track state of docs.

• fix errors in dvc.org/doc/cml
• fix errors in cml.dev
• fix errors in README (docs: rework README #617)
• update README (docs: misc readme upgrades #652, readme: misc updates #717, etc.)
  • replace #cml-functions table with full command reference (Improve docs explaining commands possible inputs #361)
• create docs pages on cml.dev [discussion] New page(s): docs cml.dev#55
  • temporarily use wiki as staging area for cml.dev docs
  • move wiki content to README and/or cml.dev
  • resurrect, update & move old wiki tutorials (TensorFlow MNIST GH & GL) to cml.dev
  • move/expand README content in cml.dev (README: simplify #718)
  • lang toggle Toggle lang button cml.dev#70
  • redirect dvc.org/doc/cml to cml.dev/doc (docs: redirect /doc/cml to cml.dev/doc dvc.org#2628)
  • check for old gems buried in https://github.com/iterative/cml/tree/dvc-cml
• keep internal dev docs & contributing guides partially supported features in wiki
