Add disablePreviousSteps functionality to the stepper component.

I found some improvement opportunities. Also one not regarding any of your changes from this pr.

One question regarding the functionality. Currently, it is not intended to click on a prev step and "jump back" to this step? - the not disabled step only applies some css styling if i am correct.

A click calls the handleChange function and emits a changeStep with the id.
