Short description of what this resolves:

This adds a gulp task for creating nightly builds.

Changes proposed in this pull request:

Create a nightly dist-tag in npm for latest nightly build
Nightly builds will have an 8 char hash appended for uniqueness
'publish.nightly' is the task name added

Ionic Version: 2.0

Fixes: #6138


          Added publish.nightly task to gulp file.
