Manual seal & Instant Seal options are both enabled.

By v0.2.0, manual seal and instant seal were exclusive options. From v0.3.0, swanky node can run with both manual and instant seal consensus at the same time by default.
Blocks will be authored when (1) tx gets inside the pool (2) user tells the chain to produce a block via RPC call. And users can always finalize blocks via RPC.
