setting layer max resolution to 0 was impossible. Infinity was set instead.
What is the new behavior?
Fix it + major refactor.

igo-offline-button is not controled anymore by a config.
When using igo-offline-button, use a *ngIf clause instead based on offlineButton config OR showOfflineButton from portal.component.ts (within igo2 project)
