Is your feature request related to a problem? Please describe.
The bulk recommender will process only elements that are in the new state. That makes it impossible to run multiple bulk recommenders, one after the other.

Describe the solution you'd like
Add the ability to select which states the bulk process should be run on and offer new and in progress.
