Tooltip with longer text on annotations truncated in sidebar

Is your feature request related to a problem? Please describe.
The annotation sidebar truncates the text covered by an annotation if it is too long. But there could be cases where the user wants to see the full text, e.g. if the visible prefix might be the same for multiple long annotations but they differ somewhere later on.

Describe the solution you'd like
When the user moves the mouse over the text in the sidebar, a tooltip should show the longer text. To avoid the tooltip explode, maybe limit it also to say 1000 characters.

Describe alternatives you've considered
Display a popup instead of a tooltip.
