Fix GitHub Actions failures and add Ruby 3.3 to CI (#359)

* Fix typo that resulted in invalid workflow
* Add Ruby 3.3 to the CI matrix
* Install libcurl dependency
* Set fail-fast: false so all Rubies are tested
