If people want to do netbox autodiscovery but don't want to have to manually set up network segments first, this will allow them to start with some dummy "catch-all" Prefixes (for 10./8, 172.16./12, 192.168./16).

The NETBOX_PRELOAD_PREFIXES value (true or false) in ./config/netbox-common.env controls this behavior. This is prompted for by ./scripts/configure with the question: Should Malcolm create "catch-all" prefixes for private IP address space?
