docs: feat: add clip notebook resources from OSSCA community

What does this PR do?

Adds a notebook resource of CLIP on:

• How to fine-tune CLIP with Korean multimodal dataset
• How to use CLIP for image-text similarity.

The notebook is created by our OSSCA community.
