In preparation of #285 I wanted to codify the simplified release process that does away with the rc branch. If this process looks OK, let's merge this into master; I'll cherry-pick into 3.3 and then carry on with releasing 3.3.0.

If it seems like a sane-enough process then, I'll work on testing 3.3.0rc1 tonight and if all looks well, use this process to cut a final release.
