Bump aiogithubapi from 22.2.4 to 22.10.1

Proposed change

I have published a new version of aiogithubapi, the new version is 22.10.1.
This is used by the GitHub integration and I wish to update the manifest.json file for that integration as shown in this PR from the old 22.2.4 version to use the new version (22.10.1).
