Proposed change
Supervisor's watchdog for Home Assistant cannot be disabled right now because Home Assistant resets it to true every startup. There's no need to do this. The only way to disable it is with the CLI and it's safe to disable for users with CLI access since they have a way to get HA back up and running should it go down (via the CLI).
Supervisor defaults watchdog to on so this change does not affect new users at all. It just makes it possible for advanced users to turn it off without resorting to hacks like this: https://community.home-assistant.io/t/home-assistant-automatic-restart-for-api-call-error/601716/32
