Not sure what is causing this. You can recreate as follows:

  1. Create a PLM scene controlling a single dimmable device. Set the on_level for the device to 100%.
  2. Sync the links for the scene.
  3. Change the on level to 50%
  4. Restart MH
  5. Attempt to sync the scene again, it will report no changes needed.
